Glenn Fletcher, BA, MInstM

 

 

 

Glenn Fletcher is Achilles’ EC Legislation Manager and has responsibility for developing new products and services for public procurement professionals.  He is the product manager for the knowledge based software product ‘THEMiS’, designed to assist compliance with EC procurement legislation.  He runs open and in-house training courses in EC compliance and provides an advice service to a number of public and utility customers.

 

Prior to joining Achilles he led a team within the Treasury’s Procurement Policy division, concentrating on international procurement issues.  He has been closely involved in the development of UK government and European Commission guidance and has provided advice on procurement to the public and private sectors.  

 

His previous experience was within the electricity supply industry and latterly with British Coal, where he worked for over 10 years in the central procurement department, and within the corporate strategy team.  His responsibilities included budgetary control, negotiation with internal and external customers and training.

Profile


An innovative and analytical manager with extensive experience of operating at a strategic level in the procurement function of large corporate bodies. His skills in negotiating at senior levels within government, with the European Commission and representatives of member states, have protected his employer's interests during the drafting of proposed legislation. In a powerful combination of abilities, can: deliver solutions, absorb complex issues; develop effective alliances with business partners, produce effective policy responses; and tactfully harmonise diverse views and objectives.


Selected Achievements


·      Specified and developed a database for the UN ITC providing a comparison of international procurement laws

·      Developed a successful modular course on public procurement legislation for utility and public sector purchasers (and currently delivers it on an in-house basis around 20 times per year)

·      Prepared and delivered a survey of the experiences of over 2000 suppliers and purchasers with the procurement legislation: completing a profitable assignment which helped influence UK government and the European Commission in their development of procurement policy.

·      Led the team developing decision support software for public sector purchasers: delivered state of the art advice package, adding a leading profit earner to the company’s portfolio of products.

·      Designed and implemented a training programme for several hundred purchasing managers: ensured optimum effectiveness within the framework of new EC regulations.

·      Chaired an international expert committee, established by UNICE to produce a proposal to the European Commission: influenced procurement legislation, thus preserving the commercial effectiveness of European public companies.

·      Drafted official guidance on UK and EC procurement law: assisting effective compliance by public and private entities.

·      Successfully promoted the development of the procurement attestation concept within public procurement policy: avoiding the imposition of a commercially damaging system.

·      Developed strategy for, and led, negotiations with senior government and EC officials concerning threats to business from proposed legislation.

·      Led the development of specifications for public procurement EDI messages for systems, assuring the achievement of messages suited to UK commercial approach.

·      Negotiated updated licensing procedures with private coal mining firms: avoided action by competition authorities.
