Experience record:           Many years of business and corporate development gained in major US and UK corporations covering environmental projects and construction financing, in many countries. A number of years experience in advising government’s and NGOs in similar activities.

1981-1984 Leigh Environmental Ltd. Project Assistant promoted to Operations Manager. Worked on the development of one of the UK’s first industrial liquid waste treatment plants in Trafford Park Manchester UK.

1984- 1989 Lightnin’ Mixers Ltd. Technical Sales Manager for SE England. Responsible for the design and sales of industrial mixing plants for the processing industries. Took dormant sales area to position of brand leader in 5 years.

1989 – 1994 Waste Management International. Technical Development Manager

                                                Responsible for the development of Technical Division of the UK business (ie all non-collection and non-landfill).

                                                Achieved both organic growth through specific site developments using either internal financial resources or Project Finance, and growth through acquisition of rival companies.

                                                Held ultimate responsibility for the successful delivery of all projects, including business plan development, site and plant design, planning and other approvals, community consultation, financing and implementation.

Conducted peer reviews of all technical business proposals across the European business.

Spent six months on secondment to Wessex Water Plc conducting an investigation into maximising the income from non regulated business.

                                                1994-1997 Wimpey Construction Investments Ltd.

                                                Development Manager worked on major bids for investor stakes in BOO/BOT projects in Canada, India and Oman and also on some of the UK’s earliest PFI projects.

Sector Director for the Water, Wastewater and Airport sectors of the business.

                                                Company merged into Tarmac Plc’s Private Finance Unit to concentrate on UK  PFI project opportunities.

1997-1999 HM Treasury (UK Finance Ministry).

PFI Adviser.

Working with public bodies on project development issues and developing government policies that would encourage further private sector involvement in UK  public infrastructure.         

                                                Headed Secretariat to the ‘Gershon Review’ which led to the reform of Public Procurement in the UK.

1997 Project to advise on institutional reforms to assist the involvement of private entities in public sector projects and services – Republic of Slovenia – client FIAS World Bank / IFC

1998 Project to examine the framework for foreign direct investment in the provision of public infrastructure – Costa Rica – client FIAS World Bank / IFC. 

1999 Promoting the use of BOO/BOT to provide public infrastructure – Finance Ministry Egypt  for the US Department of Commerce.

2000 Investigating the legal and institutional framework for investment in the public infrastructure in Egypt – client US Department of Commerce.

1998-present..  UK representative at the UN Commission on International Trade Law (UNCITRAL) on the subject of Privately Financed Infrastructure Projects.

1999-present.  Designed and delivering the UK’s first training course for civil servants on managing          PFI contracts in partnership with The Civil Service College (UK).

1997-2001 Ad hoc advice to the governments of the following countries       on BOO and BOT.

France, USA, Canada, Jamaica, UAE, Iceland, Finland, Germany, Italy, Portugal, Russia, China, Japan, Taiwan and New Zealand.

2000 – 01 Procurement Review (approx. £3bn/year) for the National Assembly for Wales.     Target – to identify a strategy for making £80m of efficiency savings for re-investment in ‘front-line’ services. Report joint author.

2001 Assignment to assess the skills and competencies in the public sector necessary to produce effective PPPs. Recommend delivery options and training strategy.

Client – Office of Government Commerce (UK).

2000 - 2001 Special adviser on BOO and BOT at the Ministry of Finance, Republic of Slovenia. Work includes project prioritisation, development assistance and project support. Option appraisal for the restructuring of the Water Sector.

2002  Various PFI contract resolution workshops across the UK.  Clients confidential.

2001-2002.  Contributor to the World Bank Toolkit on Labor Issues in Private Participation in Infrastructure.

2000 – 2002 Conducted a number of workshops aimed at resolving contract management issues in the DFTS PFI contract.

Current.  Adviser to UK Department of Trade and Industry on Privately Financed Infrastructure Projects.  

2002 – 2003 Head of Procurement, (part time)             New Opportunities Fund (UK Lottery Funds distributor). Working on framework development and procurement of Payroll Services in collaborative venture.
